Intermunicipal Development Plan Sturgeon County and City of St. Albert, Alberta
Armin A. Preiksaitis & Associates Ltd. was retained to prepare an Intermunicipal Development Plan (IDP) between Sturgeon County and the City of St. Albert to ensure a coordinated and cooperative framework is in place for managing the use and development of 2,666 hectares of lands adjacent to the boundary of the City of St. Albert within Sturgeon County.
The Intermunicipal Development Plan was successfully completed and approved by the two Municipal Councils in May 2001. The IDP set forth in general terms patterns for future land uses, extension of municipal services, transportation improvements and other policy directions to the year 2015. Particularly significant elements of the IDP were policies regarding future urban growth boundary adjustments, cost and municipal property tax sharing agreements, criteria for annexation, and alternative dispute resolution (ADR) processes.
As well as technical analysis undertaken by the Planning Team, opportunities for landowner, stakeholder and public involvement were provided throughout the eleven-month planning and approval process.
