| Municipal Development Plan / LUB Amendments Planning Our Future 1998 - 2010 County of Red Deer No. 23, Alberta
Armin A. Preiksaitis & Associates Ltd. (prime consultant) in association with Reid Crowther Ltd. prepared a new Municipal Development Plan for the County of Red Deer (1996 pop. 17,126).
The County of Red Deer adopted its first General Municipal Plan (GMP) in 1989. Since then the County has experienced significant population growth and change. A more comprehensive plan was needed to guide decisions regarding growth, development, and strategic investments in infrastructure to the year 2010.
Priority areas for the plan, identified in a workshop with Council and the Administration, included:
maintaining a strong agricultural economy
promoting quality lifestyles
providing needed transportation and other infrastructure
respecting property rights
promoting and supporting partnerships
maintaining sound fiscal health
The planning process involved extensive public consultation. Methods used included a survey of 5,600 County households and businesses, key person interviews, workshops in each of the County's 7 divisions, and open houses. A separate issue identification workshop and presentation of the draft plan was held with neighbouring municipalities.
A formal public hearing was held on July 21, 1998 and Council gave Third Reading to the new Municipal Development Plan on September 1, 1998.
